A Public-Records Dossier

The Shawn
Apps File

I filed the records requests myself. Twenty-six agencies across two states. What came back was not a rumor, not a tip, and not anybody's opinion. It was the government's own paper — the Illinois Law Enforcement Training and Standards Board's training history, the employers' own separation forms, a police department's 2002 background investigation, town council minutes, and chiefs writing in their own words.

This page is that paper, all of it, in one place. Every number below comes out of a document a government agency produced to me under the Illinois Freedom of Information Act or the Indiana Access to Public Records Act in October and November 2026. Every quote is the employer's own words, spelled the way they spelled it. Where the record stops, this file says so — out loud.

He is a police officer in Roseland today. This is the career the record shows before he got there.

Every update — every new production, every board answer — posts first on A South Bend Crusader. Follow it there so the next document lands in front of you.

These are their words, on their forms.

The original posts break each document down one at a time. Follow the Page and read the series where it was published first.

Twenty-six agencies. This is what came back.

The scorecard below is the whole map — who produced, who answered nothing, and who is still on the clock. New answers post on the Page first.

When the next document lands, it lands on the Page.

The certified disposition, the Elwood production, the board determinations — all of it publishes on A South Bend Crusader first. Follow it and you will not miss a page of this file.

The Series on Facebook

This file was built in public, post by post, on my Page. Read the originals where they were published — react, comment, and share them there. That is where this story keeps moving.

KEEP READING — THE PUBLIC COURT RECORDS

Every file in this series is built the same way: public records, exhibited in full, and nothing in them that the paper does not say. Finish one file, and the next is waiting — the loop does not close.

THE MIKE SCHALK FILE

The president of Roseland’s Town Council, in his own voice, on tape. Underneath the tape sits the 1985 record — a robbery conviction, a prison term, and a discharge in 1990. The file holds both: the words, and the paper beneath them.
